Ian Rasch and Sam Nickerson are taking their combined experience in development and venture capital work to turn the historic and handsome building at 47 Railroad St. into a retail and apartment complex. Baby boomers and millennials — ages 18 to 34 -- are “geared toward renting in small urban centers,” Rasch believes.
